HOW TO BE ELIGBLE FOR PBB 2022

-each agency must satisfy the criteria and conditions under the four (4) dimensions of accountability: Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results

The agency must attain a total score of at least 70 points, and achieve at least a rating of 4 for at least three (3) criteria.

New Requirements:

Citizen/Client Satisfaction Results

For NGAs, GOCCs covered by the DBM, and SUCs;

Submit reports on the Citizen/Client Satisfaction Survey (CCSS) and resolution of all reported complaints and concerns from Hotline #8888 and Contact Center ng Bayan (CCB)

  • Results of the CCSS using the prescribed format in Annex 5.
  • Report Summarizing Hotline #8888 concerns and CCB complaints received in FY 2022 and their status.
  • Ensure compliance with the 72-hour prescribed period to take action on complaints as provided in EO No. 6, s. 2016.

Eligible Individuals

Eligible individuals shall be granted FY PBB 2022 at uniform rates across the agency, including its officials and employees.

Employees belonging to the First, Second, and Third Levels should receive a rating of at least “Very Satisfactory” based on the agency’s CSC-approved SPMS or the requirement prescribed by the CESB.

  • Employees who transferred from non-participating government agencies shall be rated where he/she served the longest.
  • Eligible employees shall receive the PBB on a pro-rata basis corresponding to the actual length of service to the participating agency.

For FY PBB 2022, the delivery units (DUs) of eligible agencies shall not be ranked.

  • the agency must achieve a score of at least 70 points and should achieve a performance rating of 4 in at least three (3) criteria.
  • the unit/s most responsible (including its head) for the criteria stated in Section 3.0 with a performance rating of below 4 and non-compliance with the Agency Accountabilities will be isolated from the grant of the bonus.

TIMELINES

Submit evidence of accomplishments of Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results on or before February 28, 2023.

  • Electronic submission – scanned copy of the official submission and editable MS Word or Excel Files.
  • Ensure that all explanations and justifications for deficiencies are already attached to the submission.
  • Provide information on compliance with the Agency Accountabilities.
  • The agency shall be responsible for the review and updating of their respective Personnel Services Itemization and Plantilla of Personnel (PSIPOP) under the DBM’s Government Manpower Information System (GMIS).

What is a Performance-Based Bonus (PBB)?

  • A top-up bonus shall be granted to government personnel in accordance with their contribution to the accomplishment of the department’s overall targets and commitments

UNDERSTAND CHANGE MANAGEMENT

Eligibility to PBB

Isolation from PBB Payout:

  • All 16 Regional Directors
  • 210 out of 217 School Division Superintendents (SDS) were isolated except SDSs of the following SDOs: Laoag City, Muñoz Science City, San Pablo City, Sto. Tomas City, Iloilo City, Victorias City, and South Cotabato.
